If your chest runs 42 inches or more, or your arms run 17 inches or more — which describes a lot of lifters carrying real muscle mass through the back and shoulders — go one size up. At that build, the "true to size" chest and shoulder numbers start running snug across the back and traps, and the extra size buys you the drape without changing anything else about the cut.
There's no in-between rule here. Either your numbers sit under the threshold and you order true to size, or they sit over it and you size up. Chasing a "half size up" isn't how the pattern is graded.
